Delegate Steele moved to amend the bill on page 4, section 3, line 39, after the phrase “Department of Homeland Security” by striking the period, inserting a semicolon and the word “or” and adding a new subdivision (C) stating the following:

“(C) Or has been issued a letter or other communication by a state or federal government entity declaring that the person or entity is an essential business.”
